This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government's five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. This analysis highlights the negative consequences that are a direct result of an unbalanced allotment, cumulating in a slow and uncoordinated federal response to both the COVID-19 pandemic and a series of domestic terrorist attacks. The article concludes with a series of reforms that can be implemented by policy makers in order to ensure that resources are distributed more evenly in the future. Models of strategic debt predict that public debt increases with polarization, measured by the ideological distance between the government and its likely successor. Conversely if voters are both short-termist and also more likely to switch their vote for parties offering higher spending and public good provision when the electorate is ideologically concentrated, then debt can fall with polarization, measured by dispersion of ideological preferences in the electorate. Using time-varying polarization measures generated from ideology data from party manifestos, we find a sizable and statistically significant negative association between debt levels in OECD countries and ideological polarization in the electorate.

Using panel data from the US states, we document a robust negative relationship between state-level government corruption and ideological polarization. This finding is sustained when state polarization is instrumented using lagged state neighbor ideology. We argue that polarization increases the expected costs of engaging in corruption, especially deterring marginal low-level corruption. Consistent with this thesis federal prosecutorial effort falls and case quality increases with polarization. Tangible anti-corruption measures including the stringency of state ethics' laws and independent commissions for redistricting are also associated with increased state polarization.

We document a robust positive correlation between the size of government and the labor share of income in data from European countries covering the period 1869-1975. Following Facchini et al (2017), we interpret this correlation as evidence that labor costs drive public spending. The long-term increase in the labor share observed over this period explains half of the overall growth of central government. The relationship holds when the labor share is instrumented with movements in technological change at the frontier. When decomposing public spending, transfers, not intensive in labor, are the only component not associated with the labor share.

This edited volume offers a comparative and interdisciplinary analysis of interrogation and questioning in war and conflict in the twentieth century. Despite the current public interest and its military importance, interrogation and questioning in conflict is still a largely under-researched theme. This volume's methodological thrust is to select historical case studies ranging in time from the Great War to the conflicts in former Yugoslavia, and including the Second World War, decolonization, the Cold War, the 'Troubles' in Northern Ireland and international justice cases in The Hague, each of which raises interdisciplinary issues about the role of interrogation. These case-studies were selected because they resurface previously unexplored sources on the topic, or revisit known cases which allow us to analyse the role of interrogation and questioning in intelligence, security and military operations. Written by a group of experts from a range of disciplines including history, intelligence, psychology, law and human rights, Interrogation in War and Conflict provides a study of the main turning points in interrogation and questioning in twentieth-century conflicts, over a wide geographical area. The collection also looks at issues such as the extent of the use of harsh techniques, the value of interrogation to military intelligence, security and international justice, the development of interrogation as a separate profession in intelligence, as well as the relationship between interrogation and questioning and wider society.
